Illinois lawmakers passed a $55 billion budget with tax hikes on smoking and gambling, but left proposals on transit and a Bears stadium hanging.

Democratic members of the General Assembly had only seven minutes to spare before a key constitutional deadline to pass a spending plan.

The $55 billion budget plan unveiled Friday night by Democratic leadership would include new taxes on gambling as well as tobacco and vape products.
